Bu m\u0259s\u0259l\u0259l\u0259rl\u0259 ba\u011fl\u0131 bir \u00e7ox t\u0259dqiqatlar\u0131n d\u0259qiql\u0259\u015fdirilm\u0259sin\u0259 v\u0259 ayd\u0131nla\u015fd\u0131r\u0131lmas\u0131na da ehtiyac vard\u0131r. Bu bax\u0131mdan inki\u015faf etmi\u015f \u00f6lk\u0259l\u0259rd\u0259 \u0259halinin h\u0259ssas t\u0259b\u0259q\u0259si olan ya\u015fl\u0131larla ba\u011fl\u0131 sosial xidm\u0259t n\u00f6vl\u0259rinin forma v\u0259 istiqam\u0259tl\u0259ri art\u0131q onlar\u0131n t\u0259kc\u0259 maddi ehtiyaclar\u0131n\u0131n \u00f6d\u0259nilm\u0259si il\u0259 deyil, h\u0259m d\u0259 m\u0259d\u0259ni v\u0259 m\u0259n\u0259vi ehtiyaclar\u0131n\u0131n y\u00fcks\u0259ldilm\u0259sin\u0259 y\u00f6n\u0259l\u0259n xidm\u0259tin s\u0259viyy\u0259si il\u0259 m\u00fc\u0259yy\u0259nl\u0259\u015fir.<\/p>\n<p><strong>\u00a0<\/strong><strong>A\u00e7ar s\u00f6zl\u0259r: <\/strong>insan, rifah, sosial xidm\u0259t, l\u0259yaq\u0259tli h\u0259yat, sosial s\u0259rmay\u0259, ya\u015fl\u0131l\u0131q, yaln\u0131zl\u0131q v\u0259 ah\u0131ll\u0131q<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Giri\u015f<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>\u018fhalinin h\u0259yat s\u0259viyy\u0259sinin yax\u015f\u0131la\u015fd\u0131r\u0131lmas\u0131, v\u0259t\u0259nda\u015flara b\u0259rab\u0259r imkanlar\u0131n yarad\u0131lmas\u0131, onlar\u0131n sosial probleml\u0259rinin aradan qald\u0131r\u0131lmas\u0131 d\u00f6vl\u0259tin sosial siyas\u0259tinin prioritet v\u0259zif\u0259l\u0259ri s\u0131ras\u0131ndad\u0131r. Bu da c\u0259miyy\u0259tin sosial rifah\u0131n\u0131n y\u00fcks\u0259ldilm\u0259sin\u0259 xidm\u0259t edir. \u018fhalinin h\u0259ssas qrupu kateqoriyas\u0131na aid olan ya\u015fl\u0131lar\u0131n h\u0259yat t\u0259rzinin m\u00fcxt\u0259lif sah\u0259l\u0259rini \u0259hat\u0259 ed\u0259n bir \u00e7ox sosial xidm\u0259t v\u0259 f\u0259aliyy\u0259t n\u00f6v\u00fc vard\u0131r. Bunlardan biri d\u0259 humanizm\u0259 v\u0259 insansev\u0259rliy\u0259 \u0259saslanan z\u0259ngin v\u0259 q\u0259dim xeyriyy\u0259\u00e7ilik \u0259n\u0259n\u0259l\u0259ridir ki, bu da sosial sferada daha \u00e7ox h\u0259ssas \u0259hali kateqoriyas\u0131na \u015famil olunur.<\/p>\n<p><strong>T\u0259dqiqat\u0131n m\u0259qs\u0259di. <\/strong>M\u0259qal\u0259d\u0259 ah\u0131l \u015f\u0259xsl\u0259rin ya\u015fl\u0131l\u0131q d\u00f6vr\u00fcnd\u0259 t\u0259nha v\u0259 k\u00f6m\u0259ksiz qalma\u011fa m\u0259hkum olundu\u011funu n\u0259z\u0259ra alan v\u0259 onlar\u0131n sosial m\u00fcdaf\u0259sinin t\u0259min olunmas\u0131na, el\u0259c\u0259 d\u0259 ah\u0131l ya\u015f\u0131na uy\u011fun olan layiqli h\u0259yat t\u0259rzinin d\u0259st\u0259kl\u0259nm\u0259sin\u0259, onlar\u0131n sosial t\u0259hl\u00fck\u0259sizliyinin t\u0259min olunmas\u0131na v\u0259 d\u00f6vl\u0259tin bununla ba\u011fl\u0131 apard\u0131\u011f\u0131 i\u015fl\u0259r\u0259 n\u0259z\u0259r yetirilir v\u0259 m\u00fcqayis\u0259li t\u0259hlilin\u0259 yer verilir.<\/p>\n<p><strong>T\u0259tbiq edil\u0259n metodlar. <\/strong>M\u0259qal\u0259d\u0259 sistemli yana\u015fma, statistik m\u0259lumatlar v\u0259 m\u00fcqayis\u0259li t\u0259hlil metodundan istifad\u0259 edilmi\u015fdir.<\/p>\n<p><strong>Xeyriyy\u0259\u00e7ilik sosial i\u015fin tarixi n\u00fcm\u00fcn\u0259si kimi.<\/strong> D\u00fcnyada sosial xidm\u0259t, sosialla\u015fmaq, payla\u015fmaq, \u0259l tutmaq kimi xeyriyy\u0259\u00e7ilik tarixin b\u00fct\u00fcn d\u00f6vrl\u0259rind\u0259 m\u00fcxt\u0259lif formalarda m\u00f6vcud olmu\u015fdur. Az\u0259rbaycan xalq\u0131n\u0131n z\u0259ngin m\u0259d\u0259ni x\u00fcsusiyy\u0259tl\u0259rind\u0259n biri d\u0259 m\u0259hz onun yoxsul insanlara \u0259l tutmaq, \u00e7\u0259tin \u015f\u0259raitd\u0259, xeyird\u0259-\u015f\u0259rd\u0259 bir-birin\u0259 d\u0259st\u0259k olmaq, dayaq durmaq olub. Humanizm tarix\u0259n insanl\u0131\u011f\u0131n \u0259n ali, b\u0259\u015f\u0259ri keyfiyy\u0259ti kimi s\u0259ciyy\u0259l\u0259nib. Az\u0259rbaycanda \u00f6z d\u00f6vr\u00fcn\u00fcn sosial xidm\u0259t sah\u0259sini \u0259hat\u0259 ed\u0259n xeyriyy\u0259\u00e7iliyin b\u00fcn\u00f6vr\u0259sini qoyan \u0259silzad\u0259 milyon\u00e7u Hac\u0131 Hac\u0131a\u011fa v\u0259 \u015e\u0131xal\u0131 Dada\u015fov qarda\u015flar\u0131 olmu\u015fdur. This has strengthened for years in the rich national and moral values system of our nation and has been intergenerationally transferred. The independent Republic of Azerbaijan endeavors to improve the cultural and spiritual heritage of the nation, human rights and its protection, gracious and fair welfare statehood, to improve the social status of population, and to provide them with more decent lifestyle. Due to the decrease of able-bodied of the elderly in the sensitive layer of the population, and the weakening of social relations, which is needed to expand the activities of social service subjects to resolve them, many compulsory issues and new approaches are formed. The organization of social protection of the elderly is necessary for their life by increasing their life capacity and social protection needs, also, other &#8220;social investments&#8221; and the payment of providence are necessary. In the field of modern social services, the &#8220;Social Investment&#8221; means all the sources in the social relations system of elderly people &#8211; family setup, kinship, neighborhood and friendly relations, social networks, commitments and expectations.<\/p>\n<p>At the same time, the level of participation in the association and volunteering programs, along with having data base relating the place and role of the elderly in the socio-political decision-making mechanism, as well as an active lifestyle might be valued as an indicator of the work and services in order to improve their social well-being. It can be also clearly identified by the quality of life standards for the elderly group of the population as one of the forms of social protection, and their hobbies as one of the forms of modern social service. There are many issues arising out of the realization of this phenomenon in the societies that is unprepared in which &#8220;demographic aging&#8221; process accelerates and the socio-demographic structure of the population has many issues related to this situation and there is a need for its clarification. In this regard, the types of social services related to the elderly population in developed countries, its forms and directions are already determined by the level of service aimed at not only by
