U\u015faq evl\u0259rinin m\u0259zunlar\u0131n\u0131n bu m\u00fc\u0259ssis\u0259l\u0259ri t\u0259rk etdikd\u0259n sonra \u00fczl\u0259\u015fdikl\u0259ri probleml\u0259r ara\u015fd\u0131r\u0131l\u0131r. Bel\u0259 bir q\u0259na\u0259t\u0259 g\u0259linir ki, valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlara qay\u011f\u0131 g\u00f6st\u0259rilm\u0259sinin d\u00f6vl\u0259t v\u0259 yerli idar\u0259etm\u0259 orqanlar\u0131, u\u015faq m\u00fc\u0259ssis\u0259l\u0259ri il\u0259 yana\u015f\u0131 \u00f6lk\u0259mizd\u0259 bu sah\u0259d\u0259 f\u0259aliyy\u0259t g\u00f6st\u0259r\u0259n bir s\u0131ra t\u0259\u015fkilatlar, ictimai birlikl\u0259r t\u0259r\u0259find\u0259n d\u0259 diqq\u0259td\u0259 saxlan\u0131lmas\u0131 m\u00fch\u00fcm \u0259h\u0259miyy\u0259t k\u0259sb edir.<\/p>\n<p><strong>A\u00e7ar s\u00f6zl\u0259r: <\/strong>ail\u0259, u\u015faq m\u00fc\u0259ssis\u0259l\u0259ri, sosial siyas\u0259t, d\u00f6vl\u0259t proqramlar\u0131, \u00f6vladl\u0131\u011fa g\u00f6t\u00fcrm\u0259<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Giri\u015f <\/strong><\/p>\n<p>U\u015faql\u0131q ill\u0259ri insan h\u0259yat\u0131n\u0131n \u0259n r\u0259ngar\u0259ng, yaddaqalan v\u0259 xo\u015fb\u0259xt d\u00f6vr\u00fcd\u00fcr. M\u0259hz bu ill\u0259rd\u0259 insan\u0131n g\u0259l\u0259c\u0259k taleyinin, onun fiziki v\u0259 m\u0259n\u0259vi sa\u011flaml\u0131\u011f\u0131n\u0131n, v\u0259t\u0259nda\u015f m\u00f6vqeyinin, insani c\u0259h\u0259tl\u0259rinin \u0259sas\u0131 qoyulur. \u018flb\u0259tt\u0259, h\u0259r \u015f\u0259xsin formala\u015fmas\u0131nda ail\u0259nin, ail\u0259 m\u00fchitinin, ail\u0259 t\u0259rbiy\u0259sinin rolu \u0259v\u0259zsizdir [1]. D\u00f6vl\u0259timiz g\u0259l\u0259c\u0259yimiz olan u\u015faqlar\u0131n ail\u0259 m\u00fchitind\u0259 b\u00f6y\u00fcm\u0259si v\u0259 t\u0259rbiy\u0259 almas\u0131na x\u00fcsusi \u00f6n\u0259m verir.<\/p>\n<p>Lakin t\u0259\u0259ss\u00fcfl\u0259 qeyd etm\u0259liyik ki, b\u0259z\u0259n u\u015faqlar ail\u0259sind\u0259n ayr\u0131 ya\u015famaq m\u0259cburiyy\u0259tind\u0259 qal\u0131rlar. Bu u\u015faqlar\u0131n ail\u0259 m\u00fchitind\u0259n ayr\u0131laraq u\u015faq m\u00fc\u0259ssis\u0259l\u0259rin\u0259 d\u00fc\u015fm\u0259 s\u0259b\u0259bl\u0259ri m\u00fcxt\u0259lifdir. Buna g\u0259tirib \u00e7\u0131xaran s\u0259b\u0259bl\u0259r s\u0131ras\u0131nda u\u011fursuz ail\u0259l\u0259r, valideynl\u0259rin bo\u015fanmas\u0131, valideynlik h\u00fcququndan m\u0259hrum olunmas\u0131, pis v\u0259rdi\u015fl\u0259rinin olmas\u0131, imkans\u0131zl\u0131q v\u0259 s. amill\u0259ri qeyd etm\u0259k olar [9, s. 307].<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u018fsas m\u0259tn<\/strong><\/p>\n<p>Valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar\u0131n u\u015faq m\u00fc\u0259ssis\u0259l\u0259rin\u0259 d\u00fc\u015fm\u0259l\u0259ri, orada uzun m\u00fcdd\u0259t qalmalar\u0131 bir problemdirs\u0259, yetkinlik ya\u015f\u0131na \u00e7at\u0131b u\u015faq m\u00fc\u0259ssis\u0259l\u0259rini t\u0259rk etdikd\u0259n sonrak\u0131 ya\u015fant\u0131lar, harada qalmalar\u0131, hans\u0131 i\u015fl\u0259rl\u0259 m\u0259\u015f\u011ful olmalar\u0131 daha b\u00f6y\u00fck problemdir. Bel\u0259 ki, c\u0259miyy\u0259td\u0259 bu kateqoriyal\u0131 insanlara birm\u0259nal\u0131 yana\u015f\u0131lm\u0131r: bir qrup insan onlar\u0131 \u00f6zl\u0259rind\u0259n k\u0259narla\u015fd\u0131r\u0131r, dig\u0259rl\u0259ri is\u0259 onlar\u0131 \u201cart\u0131q\u201d adam hesab edir. Problemi ara\u015fd\u0131rmaq m\u0259qs\u0259dil\u0259 t\u0259r\u0259fimizd\u0259n sosioloji sor\u011fu ke\u00e7irilmi\u015fdir. Sor\u011funun \u0259sas aspektl\u0259rin\u0259 u\u015faqlar\u0131n u\u015faq evin\u0259 d\u00fc\u015fm\u0259si s\u0259b\u0259bl\u0259ri v\u0259 u\u015faqlar\u0131ndan imtina ed\u0259n valideynl\u0259r\u0259 m\u00fcnasib\u0259t; u\u015faq evl\u0259rinin kims\u0259siz u\u015faqlar\u0131n bir \u015f\u0259xsiyy\u0259t kimi formala\u015fmas\u0131nda rolu; u\u015faq evl\u0259rinin m\u0259zunlar\u0131na d\u00f6vl\u0259tin hans\u0131 yard\u0131mlar\u0131 g\u00f6st\u0259rm\u0259sinin z\u0259ruriliyi; valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar\u0131n psixoloji durumlar\u0131; u\u015faq evl\u0259rinin m\u0259zunlar\u0131n\u0131n g\u0259l\u0259c\u0259k h\u0259yatlar\u0131; onlar haqq\u0131nda c\u0259miyy\u0259td\u0259 formala\u015fm\u0131\u015f \u00fcmumi r\u0259y v\u0259 sosiodemoqrafik g\u00f6st\u0259ricil\u0259r daxil edilmi\u015fdir. Bu indikatorlar vasit\u0259sil\u0259 valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar\u0131n real v\u0259ziyy\u0259ti v\u0259 c\u0259miyy\u0259td\u0259 onlara olan m\u00fcnasib\u0259t t\u0259dqiq edilmi\u015fdir. \u018fld\u0259 olunan m\u0259lumatlar interpretasiya olunaraq valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlarla ba\u011fl\u0131 bir \u00e7ox kompleks m\u0259s\u0259l\u0259l\u0259ri t\u0259hlil etm\u0259y\u0259 imkan vermi\u015fdir.<\/p>\n<p>Sor\u011fuda 400 respondent i\u015ftirak etmi\u015fdir. Sor\u011funun \u00fcnvanland\u0131\u011f\u0131 respondentl\u0259r Bak\u0131 v\u0259 \u0259traf q\u0259s\u0259b\u0259l\u0259rin sakinl\u0259rind\u0259n ibar\u0259t olmu\u015fdur. Anket sor\u011fusunda i\u015ftirak ed\u0259n respondentl\u0259rin 47 faizini ki\u015fil\u0259r, 53 faizini is\u0259 qad\u0131nlar t\u0259\u015fkil etmi\u015fdir.<\/p>\n<p>Sor\u011fuda i\u015ftirak ed\u0259n respondentl\u0259rin ya\u015f nisb\u0259ti 18-60 ya\u015f aral\u0131\u011f\u0131 olub. Respondentl\u0259rin yar\u0131dan \u00e7oxunu (55%) m\u0259\u015f\u011ful \u0259hali, 20%-ni i\u015fsiz respondentl\u0259r, 13%-ni t\u0259l\u0259b\u0259 g\u0259ncl\u0259r, 11%-ni t\u0259qa\u00fcd\u00e7\u00fcl\u0259r t\u0259\u015fkil edib. Sor\u011fuda h\u0259m\u00e7inin respondentl\u0259rin t\u0259hsil s\u0259viyy\u0259sin\u0259 g\u00f6r\u0259 nisb\u0259ti d\u0259 \u0259ks olunub. Respondentl\u0259rin t\u0259xmin\u0259n yar\u0131s\u0131 ali (40%) v\u0259 natamam ali t\u0259hsilli (8%), 24 v\u0259 12%-i m\u00fcvafiq olaraq tam orta v\u0259 natamam orta t\u0259hsilli, n\u0259hay\u0259t, 16%-i orta ixtisas t\u0259hsilli olub. R\u0259y soru\u015fulanlardan yar\u0131dan \u00e7oxunu evli (58%), m\u00fcvafiq qaydada 19 v\u0259 18%-ni subay v\u0259 bo\u015fanm\u0131\u015f, 5%-ni is\u0259 dul respondentl\u0259r t\u0259\u015fkil edib. Bel\u0259 b\u00f6lg\u00fc biz\u0259 problem\u0259 dair daha dol\u011fun cavablar alma\u011fa yard\u0131m edib.<\/p>\n<p>Respondentl\u0259rin u\u015faqlar\u0131n u\u015faq evl\u0259rin\u0259 d\u00fc\u015fm\u0259si s\u0259b\u0259bl\u0259ri haqq\u0131nda cavablar\u0131n\u0131 n\u0259z\u0259rd\u0259n ke\u00e7ir\u0259k. R\u0259yi soru\u015fulanlar\u0131n t\u0259xmin\u0259n 1\/3-i (28%-i) bunu \u201cvalideynl\u0259rin \u00f6z \u00f6vladlar\u0131ndan imtina etm\u0259si\u201d, 22%-i is\u0259 \u201cvalideynl\u0259rin h\u0259r ikisinin v\u0259fat\u0131 v\u0259 u\u015fa\u011fa baxan\u0131n olmamas\u0131\u201d il\u0259 izah edir. \u00dc\u00e7\u00fcnc\u00fc yerd\u0259 g\u0259l\u0259n s\u0259b\u0259b is\u0259 \u201cvalideynl\u0259rin sosial v\u0259ziyy\u0259tinin a\u015fa\u011f\u0131 s\u0259viyy\u0259d\u0259 olmas\u0131\u201dd\u0131r (15%). G\u00f6st\u0259ril\u0259n h\u0259r \u00fc\u00e7 s\u0259b\u0259b, z\u0259nnimizc\u0259, daha \u00e7ox yoxsulluq, maddi imkans\u0131zl\u0131q problemi il\u0259 izah edil\u0259 bil\u0259r. Dig\u0259r s\u0259b\u0259bl\u0259r aras\u0131nda daha \u00e7ox sosial-psixoloji probleml\u0259r \u00f6nd\u0259 g\u0259lir: m\u0259s\u0259l\u0259n, valideynl\u0259rd\u0259n birinin sonradan yenid\u0259n ail\u0259 h\u0259yat\u0131 qurmas\u0131 (7%), valideynlik h\u00fcququndan m\u0259hrum edilm\u0259si (5%), \u00fcmumiyy\u0259tl\u0259 bo\u015fanmas\u0131 (3%) v\u0259 s.<\/p>\n<p>Qeyd etdiyimiz kimi, bir s\u0131ra valideynl\u0259r sosial v\u0259ziyy\u0259tl\u0259rinin a\u015fa\u011f\u0131 s\u0259viyy\u0259d\u0259 olmas\u0131 s\u0259b\u0259bind\u0259n u\u015faqlar\u0131n\u0131 u\u015faq m\u00fc\u0259ssis\u0259l\u0259rin\u0259 yerl\u0259\u015fdirir, \u00f6zl\u0259ri il\u0259 b\u0259rab\u0259r \u00f6vladlar\u0131n\u0131n da pis ya\u015famas\u0131n\u0131 ist\u0259mirl\u0259r. Lakin c\u0259miyy\u0259td\u0259 bu c\u00fcr valideynl\u0259r\u0259 m\u00fcnasib\u0259t he\u00e7 d\u0259 yax\u015f\u0131 deyil. Bel\u0259 ki, r\u0259yi soru\u015fulanlar\u0131n b\u00f6y\u00fck \u0259ks\u0259riyy\u0259ti (80%) \u00fc\u00e7\u00fcn bu c\u00fcr valideynl\u0259r pis n\u00fcmun\u0259dir. Yaln\u0131z 20% respondent bunun \u201cnormal\u201d (15%) v\u0259 yax\u015f\u0131 hal oldu\u011funu bildirib.<\/p>\n<p>\u018fvv\u0259l qeyd etdiyimiz kimi, u\u015faqlar\u0131n u\u015faq evl\u0259rin\u0259 d\u00fc\u015fm\u0259l\u0259rinin dig\u0259r bir s\u0259b\u0259bi d\u0259 valideynl\u0259rin k\u00f6n\u00fcll\u00fc olaraq u\u015faqlar\u0131ndan imtina etm\u0259sidir. Bu suala respondentl\u0259rin cavab\u0131 birm\u0259nal\u0131 olaraq neqativdir (95%). \u0130st\u0259nil\u0259n halda d\u00fcnyaya g\u0259lmi\u015f k\u00f6rp\u0259 valideynl\u0259ri sa\u011f ik\u0259n onlar\u0131n himay\u0259sind\u0259 qalmal\u0131d\u0131r. Cavablardan bel\u0259 n\u0259tic\u0259y\u0259 g\u0259lm\u0259k olar ki, bu c\u00fcr valideynl\u0259r\u0259 respondentl\u0259r he\u00e7 c\u00fcr b\u0259ra\u0259t qazand\u0131rm\u0131r, onlar\u0131 q\u0131nay\u0131rlar. B\u0259s, g\u00f6r\u0259s\u0259n, respondentl\u0259r valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar \u00fc\u00e7\u00fcn n\u0259z\u0259rd\u0259 tutulmu\u015f u\u015faq evl\u0259rinin u\u015faqlar\u0131n bir \u015f\u0259xsiyy\u0259t kimi formala\u015fmas\u0131nda roluna dair n\u0259 fikird\u0259dirl\u0259r? G\u00f6zl\u0259diyimizin \u0259ksin\u0259 olaraq, respondentl\u0259rin \u00e7oxu onlar\u0131n rolunu \u201colduqca \u0259h\u0259miyy\u0259tli\u201d (75%) v\u0259 \u201cm\u00fc\u0259yy\u0259n q\u0259d\u0259r \u0259h\u0259miyy\u0259tli\u201d (5%) hesab edirl\u0259r. Sor\u011fuda i\u015ftirak ed\u0259nl\u0259rin 1\/5-nin fikrinc\u0259 is\u0259 onlar bu i\u015fd\u0259 \u201che\u00e7 bir rol oynam\u0131rlar\u201d.<\/p>\n<p>Bizi respondentl\u0259rin u\u015faq evl\u0259rind\u0259 b\u00f6y\u00fcy\u0259n valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar\u0131n psixoloji durumuna r\u0259yi d\u0259 maraqland\u0131rm\u0131\u015fd\u0131r. M\u0259s\u0259l\u0259 buras\u0131ndad\u0131r ki, bu u\u015faqlar deprivasiya v\u0259ziyy\u0259tind\u0259 oldu\u011fundan bir \u00e7ox hallarda psixoloji probleml\u0259r ya\u015fay\u0131rlar. R\u0259yi soru\u015fulanlar\u0131n cavablar\u0131 bunu t\u0259sdiql\u0259yir: respondentl\u0259rin 56%-n\u0259 g\u00f6r\u0259, \u201conlar \u0259s\u0259bi, \u00e7\u0131l\u011f\u0131n, \u0259trafdak\u0131lar il\u0259 tez-tez dala\u015fan olurlar\u201d, 33%-nin fikrinc\u0259, &#8220;onlar \u00e7ox vaxt sakit olurlar, \u0259trafdak\u0131lar il\u0259 az \u00fcnsiyy\u0259t\u0259 girirl\u0259r&#8221; v\u0259 n\u0259hay\u0259t, 11% respondent \u201cu\u015faq m\u00fc\u0259ssis\u0259l\u0259rind\u0259 h\u0259r c\u00fcr u\u015fa\u011fa rast g\u0259lm\u0259yin m\u00fcmk\u00fcnl\u00fcy\u00fcn\u00fc\u201d vur\u011fulay\u0131r .<\/p>\n<p>C\u0259dv\u0259l 1-d\u0259n g\u00f6r\u00fcnd\u00fcy\u00fc kimi, respondentl\u0259rin u\u015faq evini t\u0259rk etdikd\u0259n sonra valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar\u0131n h\u0259yat \u015f\u0259raitl\u0259rin\u0259 dair cavablar\u0131 bir q\u0259d\u0259r ziddiyy\u0259tlidir. Bel\u0259 ki, \u0259g\u0259r onlardan 36%-i h\u0259min u\u015faqlar\u0131n \u00e7ox pis v\u0259ziyy\u0259td\u0259 oldu\u011funu d\u00fc\u015f\u00fcn\u00fcrs\u0259 (\u201cK\u00fc\u00e7\u0259d\u0259 dil\u0259n\u00e7i v\u0259ziyy\u0259tind\u0259 ya\u015fay\u0131rlar\u201d), t\u0259xmin\u0259n bir o q\u0259d\u0259ri d\u0259 (32%) u\u015faqlar\u0131n c\u0259miyy\u0259td\u0259 \u00f6zl\u0259rin\u0259 layiqli yer tuta bil\u0259c\u0259yini z\u0259nn edirl\u0259r. Respondentl\u0259rin 18%-i burada h\u0259r bir \u015feyin m\u00fcmk\u00fcnl\u00fcy\u00fcn\u00fc q\u0259bul edir v\u0259 h\u0259r \u015feyi onlar\u0131n \u00f6z ixtiyar\u0131na buraxaraq, v\u0259ziyy\u0259ti \u015f\u0259raitl\u0259 \u0259laq\u0259l\u0259ndirir. Yaln\u0131z 13% respondent onlar\u0131n h\u0259bsxanaya d\u00fc\u015f\u0259 bil\u0259c\u0259yini z\u0259nn edir. Bel\u0259likl\u0259, respondentl\u0259rin yar\u0131dan \u00e7oxu onlar haqq\u0131nda pozitiv d\u00fc\u015f\u00fcnm\u00fcr, 1\/3-i is\u0259 bunu m\u00fcmk\u00fcn hesab edir.<\/p>\n<p>Buradan bel\u0259 bir sual yaran\u0131r: G\u00f6r\u0259s\u0259n, u\u015faq evl\u0259rind\u0259 b\u00f6y\u00fcy\u0259n valideyn himay\u0259sind\u0259n m\u0259hrum olmu\u015f u\u015faqlar g\u0259l\u0259c\u0259kd\u0259 c\u0259miyy\u0259t \u00fc\u00e7\u00fcn faydal\u0131 insan ola bil\u0259c\u0259kl\u0259rmi? Bu haqda respondentl\u0259r n\u0259 d\u00fc\u015f\u00fcn\u00fcr? Respondentl\u0259rin 82%-i bunu yaln\u0131z u\u015fa\u011f\u0131n \u00f6z f\u0259ras\u0259ti il\u0259 ba\u011flay\u0131r. As in many countries, in Azerbaijan, measures concerning persons from this category are considered one of the main goals of state social policy. This article analyzes the social problems of children left without parental care. The problems faced by graduates of orphanages after leaving these institutions are investigated. With the help of sociological research, the general opinion that has developed in society about these children was studied. The data obtained made it possible to analyze many complex issues related to children left without parental care. It is concluded that caring for children left without parental care is of great importance on the part of state authorities and local governments, children&#8217;s institutions, as well as a number of
